Analyzing Cascading Effects in Interdependent Critical Infrastructures

International audience; Critical Infrastructures (CIs) are resources that are essential for the performance of society, including its economy and its security. Large-scale disasters, whether natural or man-made, can have devastating primary (direct) effects on some CI and significant indirect effects (cascading effects) on other CIs, because CIs are interconnected and depend on each other’s services. Recent work by Laugé et al. expressed the dependency values among CIs as dependency matrices for various durations of the primary CI failure. AbstractDespite the increasing understanding of bentonite behaviour, there is still missing evidence on how different hydro-mechanical loadings, including sequences of hydration and compression, affect the fabric and the volume change behaviour of the material. It is generally assumed that the interplay between the behaviour of clay assemblages and the overall fabric of the material is the reason of having final states that are dependent on the stress path followed. This paper focuses on the path dependency of landscapes in Latgale, Latvia from the present perspective at the regional and local scale. During the last centuries Latvia's landscapes have passed through radical changes, which were driven by political events. Each new political era discarded the ideas of the previous era and subsequently reorganized the land(scape) according to the new views. This article explores bildning as a central concept in the development of the explicit cultural policy of the Swedish government. It takes its point of departure in how the concept of bildning was interpreted by Arthur Engberg, the minister responsible for cultural policy in the Social Democrat governments 1932–1939. In his interpretation bildning was liked both to upholding the high arts and the national culture and to the idea of re-invigorating these through cultural policy and education.
